    Preschool educational program of preschool educational organization: rethinking the approach to design and implementation

    Background. This problem is caused by two factors. On the one hand, there is a need to develop educational programs for various types of preschool educational organizations operating in the conditions of standardization of preschool education content. On the other hand, there is a lack of an approach that allows designing and implementing educational programs in accordance with the current norm.

    Objective. Testing a regional approach to the design of basic educational programs of preschool education in preschool educational organizations with various key characteristics and scales.

    Sample. The study involved 6 preschool educational organizations of the regional network of various scales and with different initial characteristics and amounts of resources.

    Methods. The study used: training of management teams, individual consultations on the application of the approach, expert support for the process of designing educational programs for preschool education and their experimental implementation in kindergartens.

    Results. Each preschool educational organization participating in the study developed an educational program for preschool education. All programs were designed in accordance with the content of the Federal Educational Program for preschool education based on the proposed regional approach. The presentation of the software products obtained during the study was carried out in five regions of the Russian Federation as part of the implementation of a federal grant from the Ministry of Education of the Russian Federation.

    Conclusions. The results of the study allow us to rethink approaches to the design of educational programs of preschool education, minimize the risks of full-fledged implementation of Federal Educational Program for preschool education and a formal approach to designing educational programs of preschool education. The obtained software products can be used in developing recommendations for educational organizations experiencing difficulties in designing educational programs and as model software solutions for the implementation of the practical part of professional development programs that take this issue into account.

    Research of the process of monitoring the quality of education in preschool organizations from the standpoint of making management decisions

    Background. In modern conditions, attention to the quality of education at all levels, especially in preschool institutions, is becoming increasingly important. The quality of preschool education directly affects the development of children, their social and emotional skills and readiness for learning. The assessment of the quality of educational services in kindergartens not only helps to identify weak areas and improve processes, but also provides transparency for parents and managers.

    Objective. To collect and analyze information on the quality of preschool education, followed by substantiation of recommendations for making management decisions to improve the quality of preschool education.

    Sample. The study was carried out on the basis of preschool educational organizations of the Khabarovsk Territory: 87 municipal kindergartens implementing preschool education programs attended by more than 31 thousand children. The study involved 2.284 teachers of preschool educational organizations and 36.908 parents (legal representatives) of pupils.

    Methods. During the experimental work, the following methods were used: analysis of the Concept of Monitoring the Quality of Preschool Education in the Russian Federation; personnel questionnaires; parent survey; survey based on questionnaires created by N.L. Karabanova; diagnosing children using the tasks of the program “OT ROZHDENIYA DO SHKOLY” (“FROM BIRTH TO SCHOOL”) edited by N.E. Veraksa, T.S. Komarova, M.A. Vasilyeva for diagnosing educational areas for children aged 6-7; observation; a methodology for examining children compiled using child development charts for the program “OT ROZHDENIYA DO SHKOLY”, preparatory for school group (6-7 years) by N.E. Veraksa, A.N. Veraksa.

    Results. Diagnosis of children in preschool educational institutions by educational areas allowed us to rank the results as follows: more than 60% of children have above-average social and communicative development, more than half of the children have above-average cognitive, physical and speech development, artistic and aesthetic development of the majority is at an average level. According to the survey results, 90.8% of parents believe that preschool education is available. 81.1% of parents are completely satisfied with them of the child (children) staying in kindergarten, 16.8% are rather satisfied than not. 78.2% believe that children in kindergarten can receive the necessary development and preparation for school (15.1% believe that they will receive it rather than not).

    Conclusions. The results of the monitoring should serve as a basis for the development and implementation of management decisions aimed at optimizing the educational process and creating favorable conditions for the learning and development of pupils. This implies taking into account the individual characteristics and needs of each child, as well as adjusting educational programs and methods in accordance with their level of development. In this way, we will be able to improve the quality of preschool education, providing equal opportunities and conditions for realizing the potential of all children.

    The relevance of research. The changes taking place in society and culture affect the transformation of such a socio-cultural phenomenon as childhood. Obtaining current knowledge about childhood makes it possible to predict the features of the future society, the adult population of which will consist of modern children. Obtaining data on the similarities and differences of ideas about childhood in children and adults can allow us to build effective educational work with parents. This will help adults better understand children, change the educational and the pedagogical process in accordance with the needs, values, and problems of modern preschoolers. The article presents the results of a study of the peculiarities of ideas about childhood as a phenomenon in older preschool children and parents of older preschoolers and designing on this basis of an educational program for parents.

    Organization of the study. The aim of the study was to develop methods and conduct a comparative analysis of children’s and parents’ ideas about childhood and to develop a program of educational activities taking into account the identified features. Diagnostic research tools included modifications of "soft" methods (S.N. Mayorova-Shcheglova): the sociographic method (drawing on a given topic "Children and their childhood", analysis of the depicted event) the collision method (analysis of the verbally presented situation) and the comic book method (inventing the child's replicas of the hero in the presented situations). In addition, an auxiliary method was used – a conversation – for the interpretation of children's drawings and a modified projective technique "Ladder".

    Research results. As a result of the study, comparative data were obtained on the specifics of ideas of different generations about the phenomenon of childhood, the peculiarities of the understanding of childhood by modern children and modern parents were identified, on this basis a program of educational activities for parents was developed and tested. The program of educational activities: is focused on the development of parental competence as an integrative ability to solve the problems of development and upbringing of children, which involves the implementation of comprehensive educational work, including stimulating motivation, position formation, enrichment of ideas and the formation of practical skills; involves the organization of a system of individual support of parents, a variety of forms of work, the development of parental reflection, stimulating independence and awareness through keeping a personal diary; practice-oriented, illustrated with a large number of examples and cases from real practice; involves updating the existing experience of parents, helps everyone see points of their own growth.

    Conclusions. The program of educational activities was designed on the basis of the data obtained on the specific ideas about the phenomenon of childhood of older preschoolers and parents and is focused on the problems of raising a child in a family that are relevant for modern parents and children.

    Justification of the study. The relevance of the study is justified by the sensitivity of children 5-6 years old to develop an understanding of emotions. Therefore, many programs have been developed for the formation of voluntary control emotions based on the understanding of emotions. However, such programs use multidirectional means of developing an understanding of emotions. This suggests the incompleteness of using the potential of the child's understanding of emotions for the formation of voluntary control emotions in these programs.

    The aim of the study. The aim is a theoretical analysis of programs that develop a child's understanding of emotions.

    Methods. The method was a comparative analysis. The subject of the analysis was the objectives and content of the programs. The analysis of the objectives was carried out with respect to their functions for the formation of voluntary control emotions. The analysis of the content was carried out from the perspective of the development of the motivational component and from the perspective of the development of voluntary behavior.

    Sample. Emotion understanding training programs were selected for the study. These programs are presented in peer-reviewed publications or comply with the Federal State Educational Standard. In total, 12 programs were analyzed of which 6 were partial and 6 were complex.

    Results. The objectives, means, and motivational components of the analyzed programs reflect the value orientations of the program. There are value orientations aimed at developing the child's understanding of his own emotions or at developing an understanding of the emotions of others. Both presented value orientations are necessary for the formation of voluntary control emotions. The topic of understanding emotions has a wide potential for the formation of a child’s desire for voluntary control emotions through the development of non-situational personal communication. The main tools of mastering voluntary control emotions are behavioral strategies and rules of behavior.  Behavioral strategies as a means of the formation of voluntary emotion control are characterized by utilitarianism. The rules of behavior are characterized by a focus on awareness of the holistic situation. Recommendations for the formation of voluntary control emotions by developing an understanding of emotions were presented.

    The reason of the research problem. The authors present the basics of designing educational programs in preschool educational organizations, taking into account the actualization of the content and orientation of educational activities in accordance with the Federal Educational Program of Preschool Education, including the Federal Working Program of Education. The article substantiates the need to update the preschool education programs in order to rethink traditional values by teachers as key guidelines for educational work.

    Tasks and methods of research. Special attention is paid to the scientific substantiation of the place and role of education in modern education, the design of program documents based on the value orientations of educational activities. On the basis of a comparative analysis, the terms are disclosed and the foundations of education are described – "way of life", "educational environment", "communities". Based on the analysis of the documents of the preschool educational institution and the products of educational activities, examples of the description of the way of preschool educational organization are given. Options for modeling and designing educational activities in the context of social and pedagogical partnership between an educational organization and a family are presented.

    Data and results of the study. The article reveals the purpose, meaning and general philosophy of the educational organization, its mission, principles of life and upbringing in kindergarten, the image of the kindergarten, its features, symbols, image. Practical examples are presented of describing the way of life and communities through the presentation of program data that reveal the relationship between children and educating adults (parents, teachers, etc.), which is reflected in the rules, traditions and rituals, norms of etiquette in preschool. Emphasis is placed on the presentation of the developing subject-spatial environment, reflecting the image and values of the ECСE. Working data is presented on the description of the socio-cultural context that determines the essence and specifics of the educational environment. A novel of scientific and methodological support for the implementation of the Federal Working Program of Education - a practical guide to " To the Educator about education " is given.

    Conclusion. The presented model of the organization of educational activity in a modern kindergarten reveals interrelated components: values as the purpose and essence of education; stages of educational work, meaningful formats of interaction of participants in educational relations. The practical guide "To the Educator about education" proposed by the authors focuses on the implementation of a pedagogical model that will help the leaders and educators of preschool educational institutions competently organize educational work aimed at introducing children to the values of Russian society in accordance with the Federal Educational Standard of Preschool Education.

    The relevance of research. The article broadly discusses the issue of education of parents (legal representatives) of children of early and preschool age. The problem of parental education has been relevant for more than a century. During this period, it has been transformed from a simple transmission of information and the elimination of parental illiteracy in matters of health, development, and upbringing of children to an activity that is one of the measures of state support for parents, a way to form a generation of conscious and competent parents.

    Organization of the study. The purpose of the study was to develop the content side of the education of parents (legal representatives) of children attending preschool educational organizations. The authors of the article propose to trace the dynamics of society’s approaches to educating parents, reveal the key features of the phenomenon of modern parenthood. Modern parents, living in the age of wide access to information, continue to experience difficulties in family education. However, their needs are no longer connected with information, but with help in a critical analysis of information, selection of the one that will help their educational practice, formation competent and effective parenting skills.

    Research results. The implementation of the tasks of psychological and pedagogical support and assistance in the development of competent parenthood is facilitated by the educational activities of teachers of preschool educational organizations. The article contains a brief description of the developed Education Program for parents (legal representatives) of preschool children attending preschool educational organizations. The program was developed by the Laboratory of Preschool Education of the Federal State Budgetary Scientific Institution Institute of Developmental Physiology of the Russian Academy of Education by order of the Ministry of Education of the Russian Federation as part of the development of state support measures in terms of the preparation and implementation of educational programs for parents of children attending preschool educational organizations (in pursuance of paragraph 3 of the list of instructions of the President of the Russian Federation dated June 14, 2022 No. Pr-1049GS following the meeting of the Presidium of the State Council of the Russian Federation on May 25, 2022).

    Conclusions. The Education Program for parents (legal representatives) of preschool children attending preschool educational organizations contains content that can serve as a guide for preschool teachers in educational activities.

    Reason of the conducted study. The article presents a generalized view of the problem of applying uniform requirements to the organization of education and upbringing of preschoolers with developmental disabilities. The authors draw attention to the wide differentiation of special educational needs within the category of “children of early and preschool age with disabilities”, associated with the psychophysical characteristics and the social situation of each child's development.

    Methods. The article attempts to illustrate the specifics of the structural content of the federal adapted educational program for preschool education (FAOP DO) and the conditions for its implementation. The methodological foundations for the development of targeted adapted education and training programs, as well as targets reflecting the desired results of the personal development of different nosological groups of children, are considered.

    Research progress. The authors analyze typical professional difficulties and requests of specialists involved in the development of training and upbringing programs for children with disabilities based on many years of research, including on the topic “Clinical, psychological and pedagogical research of a modern child with disabilities and disabilities”. More than 800 specialists from 51 subjects of the Russian Federation took part in this study.

    Results. Various methodological approaches to the development of Federal Adapted Educational Program are systematized. The dynamics of mastering the list of possible results, which is determined by the quality and consistency in the organization of special educational conditions, is discussed.

    Conclusions. As recommendations, it is proposed to pay attention to the content and forms of implementation of additional professional educational programs of pedagogical and non-pedagogical workers of a single multidisciplinary team. For the first time, the analysis of the variable structure of the Federal Adapted Educational Program was carried out on the basis of the general principles of including different nosological groups of preschool children in the educational environment.

    The relevance of the subject of the article. The approval and implementation of the Federal Educational Program of Preschool Education is currently a particularly relevant and significant problem for the preschool education system, since it is aimed at creating in Russia a unified educational space for the upbringing and education of children from birth to admission to a general education organization, providing equal, high-quality conditions for preschool education, regardless of the child's place of residence.

    The purpose of the article. To characterize the formation and development of the idea of programming in Russian preschool education and education, to reveal the features of the Federal Educational Program of Preschool Education as a regulatory document defining the vector of development of the modern system of domestic preschool education.

    Description of the research progress. The purpose of the study was to identify the formation and development of education and training programs in kindergartens, to describe the specifics of the Federal Educational Program of Preschool Education. The study analyzed the program documents defining the content of preschool education and training at different historical stages. Its structural components were characterized, the content of the target, content, organizational sections was disclosed, the extensions and clarifications introduced into the Federal Program for the first time were highlighted.

    Research results. A generalized retrospective analysis of the experience of developing and implementing preschool education programs from 1918 to our days is presented, and the ways of transforming the idea of programming in preschool education are outlined. An analytical review of preschool education programs revealed a sequence of expanding the content of preschool education, the emergence of new sections in their structure, justified by a change in educational paradigms, the introduction of new approaches, achievements of science and practice. The Federal Educational Program defines the basic volume and content of preschool education that are uniform for the Russian Federation and are mastered by students in organizations that carry out educational activities according to educational programs of preschool education, allows them to realize the fundamental functions of preschool education. It was developed in accordance with the Federal Educational Standard of Preschool Education, takes into account the traditions and scientific and theoretical foundations of domestic preschool education, the experience of creating and implementing educational programs of preschool education.

    Conclusion. The Federal Program is the successor to the best traditions of domestic preschool education, includes educational and methodological documentation that defines the goals, objectives, content of educational and pedagogical work with children of infant, early and preschool age in modern conditions. The Federal Program ensures the unity of the content of education in all organizations engaged in educational activities for preschool education, creates conditions for the formation of traditional Russian values in children, and preserves the possibility of developing the variability of preschool education.

    The article presents an attempt to identify the main characteristics of children’s information environment and show their influence on the psychology of modern children. In the analysis of modern market of toys, books and movies, the author states some of the paradoxes of modern socio-cultural situation. One of them is the fact that the majority of information products for children are not designed for the age peculiarities of its destination. Other paradox is that increased demands on cognitive development of children combined with overly caring attitude to their physical security and autonomy. The desire to make the life of their children easier, to protect them from any risk, effort and hardship is the dominant trend of modern education. As a result, children are setting on consumption, which is amplified by the expansion of modern media and video production for children. In the second part of the article discusses the problems of modern children due to the characteristics of children’s subculture. Among them, the underdevelopment of the motive sphere, disorders of speech development, lack of imagination, communication difficulties, lack of autonomy and self-organization. The author concludes that modern children’s subculture inhibits the development of personality of the child and leads to deficiency of motivation.

    Background. We are living in challenging times, with an urgent need for transformation that requires new and sustainable ways of living. Young children are exposed to these global challenges. This study responds to the need for further understanding of how education for sustainability (EfS) is being handled in early childhood education (ECE).

    Objective. This study investigated ECE teachers in the process of implementing early childhood education for sustainability (ECEfS). This was initiated by the 2019 revised Swedish National Curriculum for the preschool, where education for sustainable development is included as an overall value and objective.

    Design of study. The data presented in this article was obtained in May 2021. An initial questionnaire was emailed to all Ifous participants. One hundred fifty-three teachers (76.5%) responded. The intention of the questionnaire was twofold: first, to investigate what the teachers considered to be education for sustainability in ECE; and second, to scrutinize the teachers’ knowledge base, for the further planning of the research and development program. Content analysis was used to analyze the data.

    Results. The findings of the study showed a tendency to describe education for sustainability as “business-as-usual” rather than treating EfS as a new field, and to contend that the teachers addressed EfS before it became a compulsory task in 2019. There were few connections made to the UN Sustainable Development Goals (2015) and to the ongoing pandemic. A common trend when describing the content and activities was to divide the content into three areas, following the three dimensions of sustainability. The teachers described the physical changes and pedagogical changes made after the revision of the national curriculum.

    Conclusion. The teachers in the study were interested in EfS, and some articulated a longing for more knowledge about ECEfS and for transformative change. The teachers also showed the need for courage and professionalism to lead the way in finding the relevant content and activities for EfS. The teachers were struggling to find new ways to meet the demands from the governing documents especially during a planetary crisis.

    Relevance of the article. During the period of restrictions associated with the spread of the coronavirus infection COVID-19, many preschool educational organizations are faced with the need to carry out educational activities in a digital format. Traditional forms of work with preschoolers were transferred to the format of remote interaction, which negatively affected the quality of educational activities and the involvement of subjects of educational relations. There was a need to transform educational activities, taking into account the age characteristics of preschoolers and the specifics of the implemented educational programs. The article describes the ideas on the basis of which it is possible to develop variable models for the transformation of educational activities implemented using the resources of the digital environment.

    The aim of the article is to consider possible approaches to the development of the digital segment of the basic educational program of a preschool educational organization in the context of the possibilities for designing and implementing new formats of educational activities, alternative options for the formation of a developing subject-spatial environment, as well as family support in the context of the implementation of the digital segment of educational programs for preschool education.

    Research methods. Expert analysis of the practice of kindergartens in the process of using the resources of the digital environment for the organization of educational activities with pupils.

    The results of the study. Approaches and mechanisms were formulated on the basis of which it is possible to develop variable models of transformation of educational activities implemented using the resources of the digital environment, modernize approaches to the organization of the developing subject-spatial environment of a preschool educational organization and educational cooperation with the family in the process of mastering the child’s educational program of preschool education.

    Conclusion. The content presented in the article may be of interest to teachers and educators of preschool educational organizations, specialists in the field of advanced training and professional improvement of teachers of the preschool education system, and form the basis for a professional discussion of issues related to the digitalization of preschool education.

    The relevance of the topic of the article. Modern parents of preschoolers are active participants in the educational process. Their satisfaction is an important criterion for assessing the quality of education. Studying their opinion is an effective tool for systematic improving the quality of preschool educational institutions.

    The aim of the study. Identification and description of the reasons for the dissatisfaction of parents of Moscow preschool institutions. Methodology: thematic semi-structured interviews.

    Description of the research progress. The sample consisted of 20 mothers of children aged 3 to 7 attending kindergartens of various types and forms of institutions in Moscow. Parents were asked to tell about the choice of kindergarten, subject-spatial environment, daily routine, supervision and care of children, interaction between teachers, children and parents, types of activity, development of speech, thinking and educational program. The spontaneously mentioned causes of dissatisfaction were thoroughly investigated. The thematic framework for the questions was the ECERS international scale and works devoted to identifying the correlation of parental involvement and their level of satisfaction.

    Research results. Among the main groups of reasons for dissatisfaction with preschool educational institutions, “interaction” is leading by a wide margin, implying the quality of interaction between children, educators, administration, and parents. It is the reasons for the “interaction” group that become the critical point for transferring children to another preschool. Among the main complaints are: the individuality of the child is not taken into account; tough discipline; strict, rude, unprofessional educators; the authoritarian position of the head towards parents; poor quality of feedback; relationships with peers. The group “types of children’s activity” has the potential to become as significant as “interaction”: when choosing a kindergarten, parents pay attention to the presence and variety of circles, in the private sector they are ready to take their child further for the sake of quality classes. Parents are rather satisfied with supervision, care, compliance with the temperature regime, the subject-spatial environment. The group “development of speech and literacy” stands apart: parents do not mention this topic. They are either poorly informed about the kindergarten program, or consider this aspect unimportant.

    Conclusion. Satisfaction of parents as active participants in educational process is one of the important criteria for assessing the quality of preschool education, and dissatisfaction is a marker for the necessary improvements. If the administration and teachers, when assessing the quality, evaluate the group and the kindergarten as a whole, that the comfort and emotional well-being of their own child is important to parents. This means that the individual approach and personal development are at the forefront. The main attention should be paid to the quality of interaction between children, parents and the kindergarten staff and to the quality and variety of types of children’s activity. These studies of the causes of parental dissatisfaction can be useful for heads of preschool educational institutions of various forms of ownership to improve the quality of services provided and develop a marketing strategy.

    The article is of a theoretical pattern and summarizes the scientific statements and research of recent studies. The theoretical provisions and the program document, which substantiate the content and guide of the development of special preschool education are presented.

    The relevance of the article consists in the analysis of modern preschool education for children with cerebral palsy. The article describes the mental and physical characteristics of children with cerebral palsy of preschool age, which indicate special educational needs and the need for special correctional and developmental work. The provisions on the psychodiagnostics of children with cerebral palsy are given; the principles for drawing up an individual educational route are shown. On the basis of materials of Russian studies and recommendations, the variants of educational programs that are prescribed for children with disorders of the musculoskeletal system of various severity are presented. The article also contains material on the international experience for organization of preschool education for children with cerebral palsy. Using the example of Polish preschool education, an approach is shown that includes general and special technologies and directions for teaching children. On the basis of the regulations on education in the United States, the organizational and pedagogical conditions for preschool children with cerebral palsy are shown. The author of the article considers individual educational plans that regulate the upbringing and education of children with special educational needs. The article presents a North American study that found a correlation between the mobility of children and their socialization. The results of this study and practical recommendations are presented: the overall social activity of a child in a group depends on his/her motor abilities and the development of interaction (as communication skills and interaction with other children). In conclusion, based on a comparative analysis, the similarity of the scientific positions in Russia and other countries regarding the content of preschool education for children with cerebral palsy is shown. The role of preschool institutions in the development and socialization of children with cerebral palsy has been substantiated.

    Background. In the modern world, the threat of terrorist attacks is increasing. An important role for ensuring the safety of children belongs to the education system, in particular preschool educational organizations.

    The purpose of the study. The aim is to analyze the effectiveness of forming ideas about safe behavior in terrorist emergencies in children of older preschool age, classes with whom were conducted in preschool educational organizations according to the author’s partial program “Safe I in a Safe World “. A program of social and pedagogical orientation, which aims to form ideas about safe behavior in children of older preschool age in the event of a threat and occurrence of terrorist emergencies. The rules of conduct laid down in the program are consistent with the recommendations of the Ministry of Emergencies of the Russian Federation.

    Description of the research progress. For the formative experiment we randomly selected children: the control group included 90 children of older preschool age, and the experimental group included 98 children who studied according to the program for one school year.

    Research results. Effectiveness of the program was assessed by three components: cognitive, behavioral, and motivational. The cognitive component is knowledge of the signs of terrorist emergencies and the rules of behavior. The behavioral component with emotional and volitional reinforcement is the readiness to plan and perform a series of required actions in an imaginary situation. The motivational component includes recognition of the value of life and health and the ability to substantiate a behavior strategy (in accordance with the principles of a positive attitude to safety and following the rules of behavior). It was revealed that classes within the framework of the program made it possible to reliably effectively form ideas about safe behavior in terrorist emergencies in older preschool children. Particularly important outcomes were child behavior strategies that allow children to act safely in an atypical situation.

    Contradictionary results of studies on the development of self-regulation in different activities in children are identified. The structure of self-regulation includes the ability to goal-setting, modeling conditions of activities, programming actions and self-control. The specificity of the manifestation of these abilities in different types of activity and features in preschool children is shown.

    The method includes four problem situations. The first part is aimed at diagnosing the ability to self-regulate cognitive activity (metacognitive abilities). The second part is aimed at diagnosing the ability to self-regulate play activity (metaplay abilities).

    Situations 1 and 3 suggest a hypothetical inclusion of the child in cognitive and play activities. The child must identify the goal and objectives, the conditions for the implementation of the activity and the program of action. Situations 2 and 4 are aimed at diagnosing self-control in cognitive and play activities. These situations imply a child’s assessment of «completing the assignment by other children».

    Testing results indicate a relatively uniform distribution of the examined children according to the level of development of self-regulation abilities in different types of activities. Close and moderate correlation between the indicators of the abilities in cognitive and play activities was found. However, only 8% of the examined children showed a harmonious profile of metacognitive and meta-play abilities.

    Self-regulation in preschool children has its own specifics in different types of activities. To diagnose metacognitive and metaplay abilities, it is necessary to use different diagnostic tasks. The results of testing the method indicate that it can be used in scientific research and for the diagnosis of mental development of preschool children.

    This paper presents the results of the national research dedicated to the comprehensive study of the developing environment in early childhood educational organizations of the Republic of Uzbekistan. It also reveals the main directions of its study in the context of the conceptual ideas of the Public Curriculum of the Republic of Uzbekistan, identifies factors that can improve the quality of design of developing environment in early childhood educational organizations.

    The purpose of the study was to analyze key indicators for assessing the quality of the developing of environment in early childhood organizations in Uzbekistan in the context of modernization of the early childhood education system of the Republic of Uzbekistan.

    The main method of research is a comparative analysis of existing approaches to the design of the developing of environment of early childhood organizations in Uzbekistan. The subject of the analysis is a phenomenon of the environment, assessing the understanding of its significance and content for the development of early childhood and preschool children, and identifying key factors that determine its quality.

    The results of the study contain a systematic analysis of the quality of the developing of environment of early childhood organizations in Uzbekistan, identify trends in changes in the understanding of the environment as a condition and means of development of children before school, and identify key parameters of the quality of the environment, consistent with cultural and historical values, national and regional traditions, features due to nature, climate, and the specifics of industrial life of the area.

    The research makes it possible to identify existing practices in the design of development of the environment in early childhood educational organizations, to propose an artistic and aesthetic approach to the design and filling of the early childhood organization’s space, and to understand the characteristics of the development of the environment in regard of the national preschool education system, as well as identify its innovative trends.

    Relevance of this paper is connected with the search for conditions for the development of creative potential in childhood, ensuring readiness for schooling, creating prerequisites for productive learning activities, reducing emotional stress, improving communication skills. The purpose of this theoretical study is to describe various multidimensional approaches to the analysis of the possibilities of creative solution of preschool children’s problems. This paper analyses research on the role of imagination and creativity in children’s mental development.

    Two main directions have been identified, which combine, on the one hand, the study of factors influencing the development of children’s creative achievements and, on the other hand, the development of education science approaches that boost creativity. The studies used in the metacognitive analysis show that the creative potential of preschool children is associated with a high level of social behavior, play, creation of a paracosm, language skills, creative storytelling and bilingualism. Development of imagination and creativity of the child can be provided by means of the effective educational program which is connected with use of play creative practices, the constructive educational focused activity, application of Internet technologies, mobile apps, a multicultural basis of the joint decision of problems, perspective planning, perfection of oral and written speech. The received results have shown that various factors and educational sciences approaches positively influence development of creative imagination and creativity. Therefore, it is recommended to continue empirical research aimed at finding possible links between the level of development of verbal generalization, verbal thinking and creative imagination of the child. It is necessary for a competent management of development of creative imagination and creativity in preschool age.

    Influential studies in different countries over recent years show significant changes in child-rearing culture, or parenting practices and attitudes that are considered good and correct. Studies have also been conducted in Russia but so far, they have been few. Based on the analysis of existing studies, as well as 50 interviews with mothers of preschool age children conducted in 2014-2018, the paper examines the specifics of intensive parenthood. Among these features, we have identified the following: 1) intensive methods of upbringing (which require a lot of time, money and substantial emotional work), 2) parental determinism (the belief that all actions taken with the child and all decisions related to the upbringing of the child have an impact on the rest of the child’s life) and the attitude about the critical importance of early childhood, 3) optimization of the environment around the child, control over various aspects of the child’s life, 4) reliance on scientific and expert knowledge in upbringing, rather than on personal experience or tradition. These features of modern parents in Russia are important for effective communication between parents and teachers, as well as for the development of educational programs for parents implemented by preschool organizations. Such programs can become a support for parents in overcoming the difficulties caused by the modern model of child upbringing. It is particularly important to focus not on improving the skills and knowledge of parents but on increasing the self-efficacy of parents (i.e., ensuring that they are able to cope with possible problems rather than transmitting any knowledge) and reducing anxiety.

    The article presents the experience in implementation of innovative educational project, in which educators, students of the Faculty of Elementary Education, colleagues of the Department of Psychological Anthropology and parents with children of early and preschool age took place. Due to the project the Center for Family Education was opened at the Moscow Pedagogical State University at the Institute of Childhood. The environment of the Centre for Family Education is based on the principles of Montessori Method. Therefore, the content of the activity in the Center includes both psychological and pedagogical theories of preschool education system in Russia and strong points of the Montessori Method of education.

    The article pays attention to the analysis of multiple resources of higher education institutions for the implementation of the project of Centre for Family Education, it also describes the specifics of designed and field-proved programmes of supplementary education for children and adults based on which the work content in the Centre is framed. The implementation of the research project focuses on the results of testing programs designed by the Department of Psychological Anthropology at the Institute of Childhood: “Montessori Plus” comprehensive educational program of preschool education, “Family Festivals” partial program, “School for engaged parent” educational program of psychological and pedagogical support for parents.

    The first results of the “Happy children at the University” project showed that the work on the project was a good start to unite various educational interests of professional teaching community and students of the University for implementation of interesting and fruitful solutions for the benefit of Russian preschool education. Analysis of the results also assures that the Centre for Family Education as a structural department of the University is an available option for Moscow parents to be chosen for its educational programs for children since early childhood. It is also a source of personal development and educational competence.

    Article deals with the diagnostic tests which determine the structure of a handicap in children with locomotor disorders. Data about what is characteristic for children of this category is given. It is specified that permanent psychological, medical and pedagogical support is required for inclusive education and the inclusion of a child with locomotor disorders (including cerebral palsy) in a general education group. Necessary support is identified within their individual rehabilitation program and determined by special educational needs. The findings of research on identifying the special conditions for the inclusive education of children with locomotor disorders are provided. It is stressed that people with locomotor disorders need to be differentiated into three groups in order to choose their educational route. The first group includes children who may be encouraged to receive education in terms of inclusion. The second group includes children to whom preschool education in groups oriented towards compensation is recommended. The third group includes children who should receive preschool education in short-stay groups. The article also gives the general special education needs of children with locomotor disorders, and the individual needs, which typical of certain groups of children with locomotor disorders. Individual special educational needs are divided into three levels: minimum, medium, maximum.
