    Relevance. Research on the narratives of bilingual children is extremely important, as it shows the child’s full linguistic competence, which in turn will allow teachers and educators to choose the appropriate program.

    The purpose of this article is to analyze the narratives of Russian-Swedish billing children. The author examines both mistakes (or “innovations”) and strategies that are used by children with a lack of lexical and / or grammatical means. An attempt will also be made to explain the cause of the observed phenomena.

    Description of the research progress. The study involved 25 Russian-Swedish bilingual’s children aged from 4.5 years to 9.2 years. The material for this study was collected using a specially developed tool for collecting narratives Litmus MAIN (The Multilingual Assessment Instrument for Narratives). In addition to storytelling from pictures, spontaneous speech data and ethnolinguistic observations were collected.

    Results. The study showed that many children were unfamiliar with the Russian equivalent of Swedish words and often used gestures when they did not know the word. Swedish was often used for metalinguistic comments and questions. Children were prone to lexical innovation and changing the meaning of words. They often mixed synonyms or lexical units close in meaning or sound. Children with weak Russian language had cases of transfer, as well as the following grammatical errors: incorrect case endings, mistakes in choosing the verb gender, the use of an incorrect preposition and case form, errors in using an accusative instead of a locative and errors in the form of a verb.

    Conclusion. Considering the features of children’s narratives, the author shows how the lack of input and dominant language affects their stories. Since language acquisition in Sweden takes place in a specific context, the input is often limited to situations that the child encounters in daily life. In this regard, parents and teachers of their native language need to find more opportunities to practice the Russian language. It is necessary to create language situations in which children will want to talk about what happened to them. It is important for parents and teachers to try to motivate the child to tell it in Russian, to find time to play together, listen to the child, engage in joint activities and help find lexical means to express their thoughts.

    The article describes the experience of applying the ideas of the cultural-historical approach in the field of support and determining the effectiveness of innovative educational organizations of the preschool education system. The author deals with the perspective of the cultural-historical approach, the cycle of innovative development of organization and contours the social situation of development, zone of actual development, zone of proximal development and the space of creativity realization in the process of determining the effectiveness of regional innovation platforms of preschool education. In the context of the listed scientific concepts, the innovative processes implemented by the regional innovation platforms are defined and their quality conditions are monitored. The materials presented in the article may be of interest to specialists who support innovative educational organizations of the preschool education system and serve as a starting point in organizing and conducting scientific and experimental work in this field.

    Komarova I.I. Educational Clusters as a Mechanism for Changing Educational Patterns

    Educational clusters are a popular but controversial topic, which is related to the confusion in the use of the word “cluster” in the economy and education. Cluster development mechanisms are major attraction for education. However, without a clear understanding of how these mechanisms work, how they can be used to develop education, and what is the product of the cluster’s activities in this area, it is extremely difficult to unify the work. The education system implies a wide interaction of educational institutions implementing different forms and levels of education. Clusters, as a mechanism based on the maximum use of scientific achievements and with mandatory training of all employees of its member organizations, should play a much greater role in the education system. The paper presents the experience of building new education systems based on the cluster policy and networking cooperation considering the use of “the third place”. It also addresses 10 steps of cluster development and their prospective. In the USA, an innovative regional ecosystem is being actively emerging, including innovation and education clusters. The author considers the possibilities of cluster development in Russia and concludes that due to the lack of elaboration of legislation, the creation of educational clusters is an exception rather than a development mechanism.

    Based on the leading ideas of the Lazarev’s scientific school “Theory of Developing Pedagogical Systems” this article presents a technique of implementing the first stage of systemic changes in the educational system of a preschool educational institution – a problem-oriented analysis of its educational activities. It defines the logical structure of analysis implementation and sets down the requirements for its final and intermediate results, describing the technique of obtaining them which ranges from the current shortcomings in the education results to the most important underlying causes, that stem from defective pedagogical system components and defective conditions of educational activities. Special attention is focused on critically evaluating its educational activity objectives and a technique of developing the leaver model in order to use the model in assessing educational results.
