    Reason of the conducted study. The article presents a generalized view of the problem of applying uniform requirements to the organization of education and upbringing of preschoolers with developmental disabilities. The authors draw attention to the wide differentiation of special educational needs within the category of “children of early and preschool age with disabilities”, associated with the psychophysical characteristics and the social situation of each child's development.

    Methods. The article attempts to illustrate the specifics of the structural content of the federal adapted educational program for preschool education (FAOP DO) and the conditions for its implementation. The methodological foundations for the development of targeted adapted education and training programs, as well as targets reflecting the desired results of the personal development of different nosological groups of children, are considered.

    Research progress. The authors analyze typical professional difficulties and requests of specialists involved in the development of training and upbringing programs for children with disabilities based on many years of research, including on the topic “Clinical, psychological and pedagogical research of a modern child with disabilities and disabilities”. More than 800 specialists from 51 subjects of the Russian Federation took part in this study.

    Results. Various methodological approaches to the development of Federal Adapted Educational Program are systematized. The dynamics of mastering the list of possible results, which is determined by the quality and consistency in the organization of special educational conditions, is discussed.

    Conclusions. As recommendations, it is proposed to pay attention to the content and forms of implementation of additional professional educational programs of pedagogical and non-pedagogical workers of a single multidisciplinary team. For the first time, the analysis of the variable structure of the Federal Adapted Educational Program was carried out on the basis of the general principles of including different nosological groups of preschool children in the educational environment.

    Relevance (context) of the topic of the article. Speech development is a key factor in the academic success of students. Reading and writing as types of speech activity are metalinguistic competencies that provide students of all levels of education with the assimilation of the content of academic disciplines, communication and influencing further socialization. Therefore, the issues of timely mass diagnostics of speech development disorders in modern children are becoming more relevant. The article examines the domestic and world experience in the diagnosis of speech disorders, including the use of screenings for assessing the risks of speech and psychological development; the changes in the system of dispensary speech therapy observation of children that have occurred in Russia over the past 10 years are analyzed, models of psychological and pedagogical support of children with speech disorders are described.

    The aim of the article is to describe a model of a standardized two-stage speech screening procedure; to present the content of the first stage, the algorithm for its implementation and the analysis of the results of the primary approbation of the questionnaire for assessing speech development in 7-year-old children.

    Description of the research progress. The study was conducted in 15 educational organizations in Moscow in 2020-2021. Based on modern ideas about the child’s speech development, a questionnaire was developed to assess speech development and tested in preschool groups with 686 children aged 7 years-7 years and 3 months. The main research methods are observation, questionnaire, methods of mathematical statistics.

    The results of the study. A questionnaire for assessing the speech development of a 7-year-old child is presented, which allows identifying students who need logoscreening (stage 2) and differentiated help from a speech therapist teacher. Statistical data on speech disorders in this age group were obtained.

    Conclusion. It is concluded that it is important to conduct two-stage speech screening in critical periods of development, and an algorithm for its testing is proposed. The advantages of the screening system for the selection of children in need of psychological and pedagogical support for the executive authorities in the field of education, educational organizations and the child are indicated.

    Background. The study of the regional historical and pedagogical heritage in the area of pre-school education enables to take into account the experience gained in implementing modern types of further training and developing programmes to improve the quality of teaching staff. The problem of analysis consists in recreating the practice that meets the internal needs of teachers to change the educational situation, get professional reflection, and comprehend the productivity of self-development.

    The Objective of the research was the historical and pedagogical analysis of the main types of self-education of pre-school specialists in the second half of the 20th century, implemented in Perm territory educational institutions.

    Design. In the research the types of pedagogical self-education of the Ural pre-school education specialists in the second half of the 20th century and their updating for regional professional development programmes were studies. The analyzed sources were normative documents regulating the activities of pre-school institutions in the 1950 – 1990s, documents from the archival funds of Perm Territory, memories of the oldest pre-school education specialists, the authors’ expeditionary and pedagogical materials. To solve the tasks, a set of methods of historical and pedagogical research, generalization of pedagogical practice, and the actualization method were used.

    Results. The result of the research is the analysis of types of pedagogical self-education in the regarded period and identification of the most valuable ideas with the potential to develop modern regional programmes aimed at improving excellence and practices of pre-school education specialists.

    Conditions for the dynamic development of types of self-education in the second half of the 20th century were created by the rapidly developing theory and practice of pre-school pedagogics, organized self-education activities directed by heads of institutions, methodological offices, pedagogical educational institutions, innovative search of master teachers and model kindergartens. The prospects for integrating the described forms with self-education technologies at the present stage are seen in strengthening such approaches as inviting well-known teachers for course training and creative meetings, conducting open classes and seminars online, organizing research groups to study alternative methods, creating experimental platforms to integrate preschool and school education. To develop the regional concept for improving pedagogical excellence, the idea that all participants of the educational process take an active part in the asceticism remains relevant.

    In this paper, a number of topical issues for contemporary Russian early childhood education are considered. These topical issues have been connected with implementation of the Federal State Standard of Early Childhood Education (hereinafter – the Standard); preparation of specialists in the sphere of early childhood education; creation of subject and spatial environment. The subject of standardization has been the relations in the field of education, arising from the implementation of the educational program of early childhood education. The main purpose of educational activities regulated by the Standard is the development of personality, motivation and abilities of children in various activities and achievement of targets of early childhood education. The reports of the departmental ministry testify to the favorable situation in all main spheres including writing the principal educational programs, training specialists in the sphere of early childhood education, creation of subject and spatial environment. The authors analyzed the changes that have occurred in early childhood education since the introduction of the Standard and showed that the reforms in the field of domestic early childhood education are far from being completed. The main reason for this situation is that the text of the Standard does not contain substantive characteristics of early childhood education, which could be used as a guideline for writing educational programs and designing the subject and spatial environment.

    Methodology. The article describes the history of the creation and development of one of the oldest faculties of the Herzen State Pedagogical University of Russia – the Institute of Childhood, which prepares specialists for preschool and primary education. Authors describe the changes in structure, the content of the work and the organization’s characteristics of the institute.

    The article purpose is description of the 100-year history of the development of the Institute of Childhood of the Herzen State Pedagogical University of Russia, the identification of pedagogical traditions and prospects for the further development of the institute. The article is based on an analysis of documents and other sources describing the emergence and development of the Institute of Childhood.

    Results. Starting from the St. Petersburg Froebel Society founded in 1871, the tradition of the training of specialists in preschool and primary education in Russia is described. The history of the appearance in 1918 and the development of the first higher educational institution in Russia is unfolded. The history of the development of the main directions of the Institute’s work – pedagogical and scientific research activity – is shown. The transformations of the departments, the contribution of the well-known researchers of preschool and primary education to the training of personnel, the current state and prospects for the development of the Institute of Childhood are described.

    Conclusions. The presented article makes it possible to analyze the directions of development and ways of improving the system of training specialists in preschool and primary education, to realize the necessity of continuity of the two levels of education, not only in the implementation of the educational process, but also in the preparation of future educators of pre-school educational organizations and primary school teachers.

    The article describes the characteristics of children with Down’s Syndrome. It presents the main factors which may result in the birth of children with this syndrome, historical information and data related to the structure of the defects with Down Syndrome. The mechanism of the most common speech disorder in children, Dysarthia, is given. The process of psychological, medical and pedagogical consultation is examined and the opportunity for children in kindergarten to learn according to the adjusted program is described. Recommendations are given to kindergarten level educators concerning the involvement of a child in the education process, specifically in terms of implementing principles of inclusive education. The article highlights the sections related to intervention in the compensating groups or inclusive groups. Exercises for preschool educators are also described. The methods of Dr. Libby Kumin are analyzed.

    This article describes the development of the system of special schools and preschools Russia towards the deepening of differentiation in accordance with an important principle of modern pedagogy – the achievement of the highest possible individualization in education. Unfolded in recent years, the integration of disabled children into regular educational institutions, particularly in the form of inclusion, is directly opposite this principle of pedagogy and ignores the patterns of mental activity in disabled children. It is also amazing that the realization of this integration was brought in by non-experts, showing a lack of understanding of these laws/patterns: through the introduction of inclusion they ruined the inclusive education of children with impaired speech, who, studying in a regular school, had received speech therapy in school speech therapy centers. Data is provided on the 35 year long experience of implementing integration in the US and the 30 year experience in the UK. In both countries there is no consensus among experts on the feasibility of integration, especially in the form of inclusion. A disabled child in a regular school loses most of the funds and conditions, which provide special education, while he, wherever he studies, remains the object of special education. There is no conclusive research that would prove that even one of the claimed benefits of inclusion has been achieved. Moreover, increasing attention to the adaptation of textbooks convinces us that the basic idea of inclusion – the education of a disabled child in the same class with normally developing children, and the same curriculum and the same textbooks for most disabled children – is untenable.

    The article deals with the immediate prospects for those teachers employed in children public organizations (CPO) in the context of implementing the Federal Preschool Educational Standard for the education of disabled infant and young children with various developmental disorders. It presents practiceoriented materials designed to help CPO educators in their work with special needs children in infant and early ages. Some infants and young children with developmental deviations have not been diagnosed as yet and neither have the peculiarities of their deviant development been identified. This has had a negative impact on their development in leaving out sensitive and favorable periods for leveling off their development. CPO teachers working in infant and young children groups may be the first to reveal such children’s individual characteristics and special educational needs. They are in a position to choose a differentiated approach to organizing the type of interaction these children require. The main objective of this article is to help a preschool teacher to acquaint oneself with the organization and content of the psychological and pedagogical corrective educational process in regard to physically challenged infant and young children in CPOs.

    The article deals with the content of the work teachers in preschool educational establishments are engaged in regarding children with special educational needs. Teachers are offered a number of health-saving pedagogical technologies of an express correctional orientation. Health-saving (correctional) educational technologies can be used in group work with all types of children, not just with those involved in adaptive educational programs. Besides, some of the technologies described below can be offered selectively to a special needs child taking into account his/her specific characteristics. The health-saving (correctional) educational technologies will also be beneficial and available to every participant in the educational process: psychologists, teachers, educators, music instructors, social pedagogues, physical culture instructors and specialists involved in implementing adaptive curricula, and groups with a compensatory or combined focus. Most of the health-saving (correctional) educational technologies listed in this article are available to a special needs child’s parents for use in the home. Application of these technologies does not require that they should have some specialized training in defectology. Mastering these (remedial) pedagogical technologies will enhance the level of pedagogical competence among parents of children with special needs and will help to improve the mental, speech and motor development of a child with special educational needs.

    The main objective of this article is to help a preschool teacher to get acquainted with the organization and contents of the corrective educational process for children with disabilities. This category of children has special educational needs. Children with disabilities can receive preschool education in groups of combined or compensatory patterns in preschool educational facilities. Preschool education groups of compensating and combination patterns organize and implement the educational process for children with disabilities and special needs in accordance with customized educational programs. The author’s focus is on the development of such customized programs. “Model Basic Educational Program of Preschool Education” (MBEP) has been published in the Russian Federation Education and Science Ministry’s official register of model basic education programs. MBEP contains a section called “Program of corrective and developing work for children with disabilities and special needs.” This section shows an algorithm for developing customized programs for children with disabilities and special needs. This knowledge will help to enhance kindergarten teachers’ pedagogical skills necessary to implement the Federal State Education Standard in preschool education in the process of organizing inclusive education in preschool educational establishments.

    The article is devoted to the work with children with disabilities. After the introduction of the federal Standard of the preschool education these problems have become especially relevant. A key principle of the Standard is to support the diversity of each child, including the child with health disabilities. The author pays particular attention to the importance of training for work with children. Teachers of preschool educational institutions should know and take into account the individual characteristics of children with health disabilities to acquaint parents with the peculiarities of their interaction with children, to provide psychological support to the family in implementing educational activities in the frame of the developmental program. The article is focused on the need to develop an individual route of education for every child.

    In the first half of the 20th century, with the opening of the first Waldorf School in 1919, Rudolph Steiner who is the ideological creator of the Waldorf pedagogy presented his own philosophy of education before the scholars. This was done by presenting a complete educational system designed for preschool, elementary school and high school children. To date, this educational model that is thought to be original by many of its characteristics, is successfully established and being practiced in many countries throughout the world. Within the framework of the Waldorf Pedagogy, children with special education needs are given the required attention and particularities that result from the needs of a concrete category of children are being respected.
