    Extra-budgetary financing of kindergartens: successful cases and new opportunities

    At the section “Sources of extra-budgetary financing for preschool organizations and the development of the creative potential of teachers”, held at MIEF.EXPO-2025, experts discussed how kindergartens can attract additional funds to improve the material base, improve the qualifications of teachers and develop the creative potential of children.

    The event brought together scientists, heads of preschool institutions and representatives of the educational sector, who shared successful practices and statistical data.

    Opening the event, moderator Irina Komarova, PhD in History, noted that today kindergartens have ample opportunities to attract extra-budgetary funds. This not only strengthens the material base, but also stimulates teachers to self-development and professional development.

    The key instruments for raising funds were the system of additional education and grant support. The participants of the section spoke about successful practices that are already yielding results.

    Alexey Tishchenko, PhD in Economics and leading research fellow at RANEPA, presented an analysis of statistics. If in 2015 85% of kindergarten funding came fr om budget funds, today the share of extra-budgetary sources is growing. In the private sector it reaches 66.7%, and in the public sector - only 13%.

    At the same time, the preschool education sector remains conservative: in recent years, the number of pupils has decreased from 7.2 million in 2015 to 6.7 million in 2023. However, extra-budgetary income of kindergartens in 2024 is estimated at 175 billion rubles, of which 151 billion comes from the public sector.

    Rezeda Abidulina, director of the kindergarten "ABVGDEIKA" from Buinsk (Republic of Tatarstan), shared her experience of raising funds in a small town wh ere the average salary is 30-35 thousand rubles. The kindergarten actively uses paid services, charitable contributions and grant programs.

    "We conduct marketing research, survey parents and organize affordable paid services, such as speech therapy classes, sports and creative clubs. The cost of classes is only 100 rubles, which makes them accessible to most families," said Rezeda.

    The funds received are used to improve the material base and encourage employees. Thanks to this, the kindergarten actively develops the creative abilities of children, who become winners of regional competitions.

    Irina Kulanina, head of the Department of Aesthetic Education of Preschool Children at Moscow State Pedagogical University, shared the experience of the Faculty of Preschool Pedagogy and Psychology in attracting extra-budgetary funds. She identified key success factors: the institution's reputation, internal regulatory framework, geographic location, human resources, and cooperation with graduates.

    The main sources of extra-budgetary funding, according to Irina Nikolaevna, are educational services, scientific activities, participation in grants and the organization of additional education. Particularly in demand are programs for improving qualifications, such as children's fitness, museum pedagogy and modern technologies of preschool education.

    “A well-thought-out pricing policy makes the programs accessible to students and specialists, which increases their attractiveness,” the speaker emphasized.

    Zarina Tomaeva, director of kindergarten No. 95 from Vladikavkaz, told how the institution she heads won several grants, which allowed not only to improve the material base, but also to introduce new educational programs, such as robotics and animation.

    "We analyzed parents' requests and human resources to organize club work. English, dance and drawing classes have become popular among children and parents," noted Zarina.

    The event showed that extra-budgetary financing is not only a way to improve the material base, but also a powerful tool for the development of teachers and children.

    Successful examples from Buinsk, Vladikavkaz and other regions prove that even in conditions of limited resources, kindergartens can find new opportunities for development.

    Experts are confident that extra-budgetary funding will become a key factor in improving the quality of preschool education in Russia. And the successful cases presented at the section can inspire other kindergartens to search for new solutions.
