The agreement was signed by Elfiya Dorofeeva, Director of Innovation at IPAPE, President of the Association for the Development of Quality in Preschool Education (ADQPE), and CEO of MOZAIKA-SINTEZ Publishing House, and Maxim Kazarnovsky, Director of MIEF and founder of the MIEF.Connect platform. During the ceremony, the parties emphasized that preschool education is a fundamental stage in the development of the individual and requires the coordinated efforts of all participants in the educational process—from methodologists and practitioners to publishers and organizers of professional platforms.
The key focus of this joint work will be the "Oriyentiry Detstva" forum, scheduled for August 8–9, 2026. Integrating the forum's substantive program with the resources of the MIEF will ensure a broader reach for professional audiences, enhance the quality of expert dialogue, and create a sustainable mechanism for replicating effective pedagogical practices.
"It is extremely valuable that we have gone from competitors to partners. We now complement each other, and I greatly appreciate that," noted Maxim Kazarnovsky.
Elfiya Dorofeeva, in turn, praised the organization of MIEF.EXPO-2026 and expressed confidence that the combined competencies of the IPAPE and MIEF will open up new opportunities for presenting innovative solutions in preschool education at both the federal and international levels.
In the context of digitalization, shifting educational paradigms, and growing demand for individualized learning, strategic collaboration between the IPAPE and MIEF is particularly important. It creates the preconditions for a systematic exchange of knowledge between researchers and practitioners, the scaling up of successful regional models, the development of relevant professional standards, and the strengthening of the tripartite "teacher-parent-society" partnership, which is a key factor in the successful socialization and development of children.
The fact that leading industry organizations have transitioned from isolated initiatives to a long-term strategic alliance demonstrates the increasing maturity of the professional community and its readiness to assume responsibility for the quality of the educational environment for future generations.
The parties express confidence that the agreement will serve as a catalyst for positive change, prioritizing joint project activities, the implementation of scientifically sound solutions, and the achievement of measurable results meaningful for children, teachers, and families.
