It is during the preschool years that key social skills, emotional intelligence, curiosity, and basic readiness for school are developed. As Minister of Education Sergey Kravtsov emphasized, "preschool education is a solid foundation on which a child's future is built."
As part of the Year, a large-scale series of events will be held across the country, covering all aspects of the preschool system. One of the key areas will be the modernization of kindergarten infrastructure: updating and creating modern, safe, and inclusive educational spaces, including for children with disabilities. A special group of experts will develop methodological recommendations for the design of such environments, focused on the development, play, and independence of children.
Particular attention will be paid to teachers, the primary agents of preschool development. All-Russian professional forums, competitions, internships, and professional development courses are planned, aimed at developing human resources and disseminating innovative teaching practices. To this end, a unified digital resource for preschool education will be launched, featuring a dedicated section titled "Directors of Kindergartens" showcasing the best management solutions and case studies. Access to the materials will be open, including through the MAX messenger, ensuring convenient and efficient interaction.
Strengthening partnerships with parents will be a key part of the Year. The gradual implementation of the preschool parent education program will continue, and by 2030, it will cover all regions of the Russian Federation. This will create a unified educational space for "kindergarten and family" and improve the pedagogical literacy of adults.
At the regulatory level, the Federal State Educational Standard for Preschool Education will be updated with an emphasis on the effectiveness of educational objectives, and a procedure for conducting expert evaluations of teaching and educational resources will be approved.
A dedicated Organizing Committee will coordinate the events, and the plan itself will be refined based on proposals from organizations subordinate to the Ministry of Education.
The Year of Preschool Education is a systemic impetus to create conditions in which every child will receive a worthy, warm, and fulfilling start in life.
